New Report: Armed Non-State Actors and International Norms

The Academy has published a new report into how to improve compliance with international norms by armed non-state actors. Rules of Engagement, Protecting Civilians through Dialogue with Armed Non-State Actors is the culmination of a two year research project supported by the Swiss Federal Department of Foreign Affairs. The report recommends more systematic engagement with armed groups by states, international organisations, and NGOs, and suggests ways to make this engagement more effective.
